Art.1 Object and recipients This Specification contains management procedures and instructions that establish responsibilities, specify the operating procedures, dictate the rules of conduct and the controls to be operated for access to the common services of Borgo dei Gabbiani, such as: Gym, Swimming Pool and Laundry in implementation of: • Legislative Decree 81/08 (Safety regulations in the workplace to protect workers); • Shared protocol for regulating measures to combat and contain diffusion the Covid-19 virus in the workplace (March 14, 2020); • Circular no. 5443 of 22/02/2020 of the Ministry of Health. The Disciplinary aims to ensure the safety, risk prevention and health protection of all personnel involved in the work and use of the services that take place in the aforementioned premises. All the Companies that have voluntarily, proactively and collaboratively joined the project must comply with these Regulations, demonstrating their willingness to operate in a responsible and preventive manner as much as possible. Companies will be given a sticker / window sticker which will unequivocally indicate compliance with the specification. Art. 2 Definitions In order to allow a better use of the Regulations, the definitions present in the text for greater understanding are reported in summary form: a) Employer: and the person in charge of the employment relationship with the worker or, in any case, the person who, according to the type and structure of the organization in which the worker works, has the responsibility of the organization itself as it exercises decision-making and spending powers. Pursuant to Article 2, paragraph 1, letter b) of Legislative Decree 81/2008 and subsequent amendments and additions (Consolidated Law on the health and safety of workers in the workplace), and art. 2 of the Ministerial Decree 363/98, and identified in the Rector; b) Manager: pursuant to article 2, paragraph 1, letter d) of Legislative Decree 81/2008, and the person who, by virtue of the professional skills and hierarchical and functional powers appropriate to the nature of the assignment conferred on him, implements the directives of the Employer by organizing the work activity and supervising it. c) Person in charge: pursuant to Article 2, paragraph 1, letter e) of Legislative Decree 81/2008, and identified and formally designated by the Employer and the Manager as a person who, individually or as a group coordinator, supervises and organizes the technical-administrative, didactic and research activities. e) Worker: pursuant to article 2, paragraph 1, letter a) of Legislative Decree 81/2008, is meant the person who, regardless of the type of contract, works at the School, with or without pay , even for the sole purpose of learning a trade, an art or a profession. Art. 3 What is Covid-19 What are coronaviruses Coronaviruses (CoVs) are a large family of respiratory viruses that can cause mild to moderate illnesses, from the common cold to respiratory syndromes such as MERS (Middle Eastern respiratory syndrome) and SARS (severe acute respiratory syndrome). They are named for the crown-shaped tips that are present on their surface. Coronaviruses are common in many animal species (such as camels and bats) but in some cases, albeit rarely, they can evolve and infect humans and then spread to the population. The virus responsible for the epidemic that is currently affecting some provinces of China, and a new strain of coronavirus never previously identified in humans. On 12 February 2020, the World Health Organization (WHO) identified the definitive name of the disease in COVID-19, short for coronavirus disease 2019. On the same day, the International Committee on Taxonomy of Viruses - ICTV) has assigned the definitive name to the virus that causes the disease: SARS-CoV2, pointing out that it is a virus similar to that of SARS. China's first human cases of COVID-19 disease are speculated to be derived from an animal source: the animal source of the novel coronavirus has not yet been identified. There are seven human coronaviruses known to date, common throughout the world, some identified several years ago (the first in the mid-1960s) and some identified in the new millennium. Common human coronaviruses: 1 - 229E (coronavirus alpha) 2 - NL63 (coronavirus alpha) 3 - OC43 (coronavirus beta) 4 - HKU1 (coronavirus beta) Other human coronaviruses: 5 - MERS-CoV (the beta coronavirus that causes Middle East respiratory syndrome) 6 - SARS-CoV (the beta coronavirus that causes Severe acute respiratory syndrome) 7 - SARS-CoV-2 (the coronavirus that causes COVID-19) Symptoms Fever and flu-like symptoms such as cough, sore throat, difficulty breathing (shortness of breath), muscle pain, fatigue are signs of a possible new coronavirus infection. The symptoms of influenza, at least at an early stage, are very similar to those of other respiratory infections, including the new SARS-CoV-2 coronavirus. Some people become infected but don't develop any symptoms. Most of the currently confirmed cases - especially children and young adults - appear to have mild, flu-like, and slow-onset illness. About 20% appear to progress to more severe disease: pneumonia, severe acute respiratory failure, kidney failure, and in some cases death. People most at risk of developing severe forms of the disease Older people and those with other underlying conditions, such as hypertension, heart problems or diabetes, and patients who are immunosuppressed (by congenital or acquired disease or being treated with immunosuppressive, transplanted drugs) are more likely to develop severe forms of the disease. Recommendations. The Prime Ministerial Decree of 8 March 2020 recommends to all elderly people or people suffering from one or more chronic diseases, or with states of congenital or acquired immunosuppression, to avoid leaving their home or residence out of cases of strict necessity and to avoid places which it is not possible to maintain the interpersonal safety distance of at least one meter. People most at risk of contracting the infection People who live or have traveled to areas at risk of new coronavirus infection, or people who meet the criteria for close contact with a confirmed or probable case of COVID-19. The areas at risk of new coronavirus infection are those in which the local transmission of SARS-CoV-2 is present, as identified by the World Health Organization. These should be differentiated from areas where only imported cases are present. Healthcare professionals may also be at greater risk of contracting the disease because they come into contact with patients more often than the general population. The World Health Organization (WHO) recommends that health professionals apply adequate prevention and control measures for infections in general and respiratory infections in particular. Incubation It is the period of time that elapses between the infection and the development of clinical symptoms. Recent evidence provided by the European Center for Disease Prevention and Control (ECDC) on the incubation period of the virus delimits the period between 2 and 12 days, up to a maximum of 14 days. Contagiousness and lethality The disease is characterized by a lethality (number of deaths out of the total number of patients) significantly lower than that observed for other coronaviruses responsible for epidemics in the past such as SARS and MERS, even if its contagiousness is greater than that observed in the two competing coronaviruses . How the disease is transmitted Many coronaviruses can be transmitted from person to person, usually after close contact with an infected patient, such as between family members or in a healthcare setting. The new coronavirus responsible for respiratory disease COVID-19 can also be passed from person to person via close contact with a probable or confirmed case. How the transmission takes place The new coronavirus is a respiratory virus that is spread mainly through close contact with an infected person. Studies are underway to better understand how the virus is transmitted. According to the data currently available, symptomatic people are the most frequent cause of the spread of the virus. Based on current data available, the WHO considers new coronavirus infection infrequent before symptoms develop. It is believed possible, although in rare cases, that people in the prodromal stages of the disease, and therefore with no or very mild symptoms, can transmit the virus. Studies are currently underway on the ability of viruses to attach themselves to fine dust present in the air and to be thus transported by the wind for large distances or remain suspended in the air but to date there is NO scientific evidence of the permanence of the new coronavirus in the air beyond the safety distances mentioned above in normal conditions, i.e. in the absence of systems that produce aerosols that can instead be found in a hospital environment in the care of COVID-19 patients. For further information read also our news Coronavirus: the point on transmission, diffusion and permanence on surfaces The WHO has announced that growing evidence demonstrates the link between SARS-CoV2 and other similar known coronaviruses (CoVs) circulating in bats, more precisely those of the Rhinolophus bat subspecies. These subspecies are abundant and widely present in southern China and throughout Asia, the Middle East, Africa and Europe. Recent studies indicate that over 500 CoVs have been identified in bats in China. However, the route of transmission to humans remains unclear. Bats are rare in China's markets, but are hunted and sold directly to restaurants. The most likely current hypothesis is that an intermediate host animal, yet to be identified, played a role in the transmission. Who is a suspected case, a probable case, a confirmed case, a close contact The definitions are based on the information currently available (see Ministry of Health circular of 9 March 2020) and can be revised based on the evolution of the epidemiological situation and available scientific knowledge. Suspected case of COVID 19 requiring diagnostic testing: 1. a person with acute respiratory infection (sudden onset of at least one of the following signs and symptoms: fever, cough and breathing difficulties) and without another etiology that fully explains the clinical presentation E history of travel or residence in a country / area where local transmission * is reported during 14 days prior to the onset of symptoms; OR: 2. a person with any acute respiratory infection and who has been in close contact with a probable or confirmed case of COVID-19 in the 14 days prior to the onset of symptoms; OR: 3. a person with severe acute respiratory infection (fever and at least one sign / symptom of respiratory disease - eg. cough, difficulty breathing) and requiring hospitalization (SARI) And without another etiology that fully explains the clinical presentation. In the context of primary care or in the hospital emergency room, all patients with acute respiratory infection symptoms must be considered suspected cases if local transmission has been reported in that area or country. Probable case: A suspected case whose SARS-CoV-2 test result is doubtful or inconclusive using specific SARS-CoV-2 Real Time PCR protocols at regional reference laboratories identified or is positive using a pan-coronavirus test. Confirmed case: A case with a laboratory confirmation of SARS-CoV-2 infection, carried out at the national reference laboratory of the Istituto Superiore di Sanità (ISS) or by regional reference laboratories that meet the criteria indicated in annex 3 of the ministerial circular March 9, 2020, regardless of clinical signs and symptoms. Close contact of a COVID-19 case (based on the ECDC definition): • a person living in the same home as a COVID-19 case • a person who has had direct physical contact with a case of COVID-19 (eg handshake) • a person who has had unprotected direct contact with the secretions of a COVID-19 case (eg touching used paper handkerchiefs with bare hands) • a person who has had direct contact (face to face) with a case of COVID-19, at a distance of less than 2 meters and for more than 15 minutes • a person who found himself in an enclosed environment (e.g. classroom, meeting room, hospital waiting room) with a case of COVID-19 for at least 15 minutes, at a distance of less than 2 meters • a health worker or other person who provides direct assistance to a case of COVID19, or laboratory personnel assigned to handling samples of a COVID-19 case without the use of recommended PPE or through the use of unsuitable PPE • a person who has traveled seated on an airplane in the two adjacent seats, in any direction, of a COVID-19 case, the travel companions or the assistants and the crew members assigned to the section of the aircraft where the index case was seated (if the index case has severe symptoms or has moved within the aircraft, all passengers seated in the same section of the aircraft or throughout the aircraft should be considered as close contacts). How to manage close contact. On the basis of the ministerial orders, the territorially competent health authorities must apply the measure of quarantine with active surveillance to the close contacts of a probable or confirmed case, for fourteen days. Clinically cured, cured and asymptomatic patient: definitions of the National Technical Scientific Committee A patient who, after presenting clinical manifestations (fever, rhinitis, cough, sore throat, possibly dyspnoea and, in the most serious cases, pneumonia with respiratory failure) is defined as clinically cured of SARS-CoV-2, becomes asymptomatic by resolution of the clinical symptomatology presented. The clinically cured subject may still test positive for SARS-CoV-2. The recovered patient is the one who resolves the symptoms of Covid-19 infection and who is negative in two consecutive tests, carried out 24 hours apart, for the search for SARS-CoV-2. The definition of "clearance" of the virus indicates the disappearance of detectable SARS-CoV-2 RNA in body fluids, both in people who have had signs and symptoms of disease, and in people who are asymptomatic with no signs of disease. For the asymptomatic subject, it is considered appropriate to suggest repeating the test to document the negativization no earlier than 14 days (recommended duration of the isolation / quarantine period) from the detection of positivity. The definition of the disappearance of viral RNA is currently given by the execution of two molecular tests, normally carried out after 24 hours, both with negative results. The Technical-Scientific Committee has deemed it appropriate to reiterate these definitions so that they are widely and homogeneously adopted by all the Regions. Quarantine and active surveillance: how and when The order of 21 February of the Minister of Health provided for mandatory isolation measures in quarantine for 14 days for close contacts with a probable or confirmed case of COVID diffusive infectious disease. According to the Prime Ministerial Decree of 9 March 2020, travel abroad or to Italy for tourism is not permitted, but only for proven work needs, situations of necessity or health reasons. Movements are allowed to reach your home. With the ordinance of March 28, 2020, new provisions come into force, in addition to those laid down by the decree of March 17, 2020, for those entering Italy and scrupulous organizational measures for carriers and shipowners. To report close contacts with a probable or confirmed case of COVID-19, it is necessary to inform the health authorities, calling your general practitioner / pediatrician or the territorially competent ASL. In Tuscany, each of the three ASLs has activated a unique number: ASL Toscana centro 055 5454777, North West Tuscany 050 954444, South East Tuscany 800579579. The territorially competent public health service will prescribe the quarantine, with active surveillance for a maximum period of 14 days, giving notice to the mayor, as the territorially competent health authority. How home isolation works The Public Health Service informs the general practitioner / pediatrician of free choice, from whom the subject is assisted, that the subject has been placed in fiduciary isolation for public health reasons. If the individual in isolation shares the same domicile with other people, they are also advised to observe the same precautions, even if they are not subject to the constraint of isolation. The municipalities, together with the Civil Protection and voluntary associations, provide any necessary medicines and basic necessities to people in isolation. Individuals in fiduciary isolation are asked to: ▪ maintain isolation for 14 days from the last exposure ▪ not having social contacts and avoiding close contacts, even when wearing a surgical mask, with any cohabitants ▪ remain reachable for surveillance activities ▪ do not travel or travel ▪ scrupulously observe the ordinary hygiene measures such as frequent hand washing, the use of disposable handkerchiefs, frequent cleaning and disinfection of surfaces and ventilation of the rooms ▪ measure body temperature twice a day (in the morning and in the evening) The health care staff of the reference ASL contacts the person under surveillance daily for information on health conditions. If symptoms such as rhinorrhea, cough, breathing difficulties and fever rise occur, the oral-pharyngeal swab will be carried out at home for laboratory investigations and diagnostic verification. In the event that the symptoms detected are critical (breathing difficulties and very high temperature), the Public Hygiene Service activates emergency response through 118. If symptoms occur, the person under surveillance must: a) immediately notify the family doctor / pediatrician / Public Hygiene Service b) wear the surgical mask (provided at the start of the protocol) and move away from other cohabitants c) stay in her room with the door closed, ensuring adequate natural ventilation, pending transfer to the hospital. All these measures were reiterated by the DPCM of March 4, 2020. The provisions may be subject to further updates. Prevention and therapies Since this is a new disease, the ISS clarifies that at the moment there is no drug that has the prevention or treatment of COVID-19 as a therapeutic indication. In this emergency situation, some drugs already known and used for the treatment of other diseases can be used in patients with COVID-19, but this treatment (which is based on still incomplete knowledge and is justifiable only in the absence of alternatives) it can only be done on medical prescription. Only the doctor can decide when to use these drugs and can check their safety in the individual patient. In no case should you resort to "do it yourself" therapies because all medicines have specific therapeutic indications and side effects that cannot be evaluated by those who are not doctors. The ISS reminds you that self-medication can involve serious risks when using unauthorized drugs. In the case of online purchases, then, these risks are multiplied because the drugs could be counterfeit. Art.4 General Procedures Information The company, through the most suitable and effective methods, informs all workers, and condominiums, on the provisions of the Authorities, delivering and / or posting appropriate information brochures at the entrance and in the most visible places. Among the information: • The obligation to stay at home with a fever over 37.5. In the presence of fever (over 37.5) or other flu symptoms there is an obligation to stay at home and to call your family doctor and health authority. • The acceptance of not being able to enter or use the services, and having to declare it promptly where, even after entry, dangerous conditions exist: symptoms of flu, temperature, origin from areas at risk or contact with people positive to the virus in the previous 14 days, etc. • The commitment to comply with all the provisions of the Authorities and the manager in making access to places and services. In particular: • keep a safe distance, observe the rules of hand hygiene and behave correctly in terms of hygiene. • How to access places / or services: checks at the entrance, the staff, before entering the place of work will be soctoposed to control body temperature. If this is higher than 37.5 °, access will not be allowed. People in this condition will be temporarily isolated and provided with masks. They won't have to go to the Pronto First aid and / or in the infirmaries of the office, but they must contact as soon as possible the your doctor and follow his instructions. How to access external suppliers In order to reduce the possibility of contact with staff, the access of external suppliers must be regulated through the identification of entry, transit and exit procedures, using predefined methods, routes and timing. Where possible, the drivers of the means of transport must remain on board their own vehicles: For the necessary activities of preparing the loading and unloading activities, the transporter must comply with the strict distance of one meter. Cleaning and sanitizing The company ensures daily cleaning and periodic sanitation of the premises, environments, workstations and common and leisure areas. In the event of the presence of a person with COVID-19 inside the premises, the area will be cleaned and sanitized in accordance with the provisions of circular no. 5443 of 22 February 2020 of the Ministry of Health, as well as the ventilation of the premises. Cleaning at the end of the shift and periodic sanitation is also guaranteed for keyboards, touch screens, mice, with adequate detergents and sanitizers Personal hygiene precautions It is mandatory that those present take all hygienic precautions, in particular for the hands. The manager provides suitable detergents for the hands and recommends frequent cleaning of the hands with soap and water. Personal protective equipment If the work activity requires an interpersonal distance of less than one meter and other organizational solutions are not possible, it is necessary to use masks and other protective devices (gloves and shields) in compliance with the provisions of the scientific and health authorities. Management of common areas (e.g. changing rooms, smoking areas, drink and / or snack dispensers ...) Access to common areas, smoking areas and changing rooms is limited, with provision for continuous ventilation of the premises, reduced parking time within these spaces and with the maintenance of a safety distance of 1.80 meters among the people who occupy them. The organization of the spaces and the sanitization of the changing rooms must be arranged to leave the workers available for the storage of work clothes and to guarantee them suitable hygienic and sanitary conditions. Periodic sanitization and daily cleaning with special detergents of the keyboards of drink and snack dispensers, etc., must be guaranteed. Management of workers' entry-exit Staggered entry / exit times of workers are favored to avoid contact in common areas as much as possible (entrances, changing rooms, etc.). Where possible, it is necessary to dedicate an entrance door and an exit door to these premises and ensure the presence of detergents indicated by specific indications. Internal travel, meetings, internal events and training Movements within the places must be limited to the bare minimum and in compliance with the indications. Face-to-face meetings are not allowed. Where these were necessary and urgent, in the impossibility of remote connection, the necessary participation must be reduced to a minimum and, in any case, interpersonal distancing and adequate cleaning / ventilation of the premises must be guaranteed. All internal events and all classroom training activities, even mandatory, even if already organized, are suspended and / or canceled. It is however possible, if the company organization allows it, to carry out remote training, even for workers in smart work or, at most, individual training. Management of a symptomatic case In the event that a person present develops fever and symptoms of respiratory infection such as cough, he must report this immediately to the manager, he must proceed with his isolation and that of others present from the premises. The company immediately notifies the competent health authorities and i emergency numbers for Covid-19 provided by the Region or the Ministry of Health. The company also collaborates for the definition of any close contacts. Art.5 Specific Procedures The Companies adopt the aforementioned Protocol, without prejudice to any other specific updates of similar effectiveness, within their workplaces, without prejudice to the rules provided for by government decrees, and apply the precautionary measures listed in the document, to protect the health of people present and guarantee the healthiness of the working environmentro in the context of the COVID19 pandemic. Below is the specific point-by-point analysis of the Protocol. Information and training The employer, also with the help of external trainers, informs workers, with specific methods for foreign workers who do not understand the Italian language, on the basic rules of hygiene to prevent viral infections, through the most suitable and effective methods. . How to enter the workplace and / or services The Protocol of 24 March establishes that the staff's temperature must be measured before entering the company or offices, in the manner established by the employer, therefore the company must have a special thermoscan. Access to staff, whose temperature will exceed 37.5 degrees, will be denied (see paragraph 4 General procedures). The temperature measurement will also be carried out to users of the services and where it is higher than 37.5 degrees, access will be prevented (in case of non-compliance with this procedure, the intervention of the police may be required) In addition, people must arrive at the temperature measurement point equipped with protective masks, which can only be removed when the safety distance is greater than 1.80 meters, or otherwise indicated. Failure to comply with this directive precludes access to the facility. Hygienic precautions The Protocol suggests installing dispensers of hydroalcoholic solutions, isense (i.e. equipped system that provides for dispensing without touching the device) but manual ones are also allowed. The number of dispensers cannot be standardized but will be evaluated on the basis of the surfaces, the number of employees / employees. It will be necessary to equip each access with a dispenser of alcoholic solutions (gym, swimming pool, etc.) The figure of the area Stewart will be established (one for each play / recreational facility) who will indicate paths, operating methods, peculiarities of the disciplinary and who will have to enforce the procedures. Access paths and areas of use will be created for each structure that are easily achievable, feasible and identifiable specifically, as regards the pool, there will be a space outlined and defined for sunbathing, a specific walkway to reach the pool and a walkway to exit. from the common areas; The provision of towels, washcloths and anything else will be the responsibility of the service user. As for the Laundry, users, equipped with gloves and a mask, will have to take care of putting the items that need washing into the washing machine (washing at 60 degrees with the use of a sanitizing additive such as Napisan or Amuchina is recommended). The internal staff will then manage the cleaning by using the dryer and preparing the stuff to be returned. Indications for supplier companies It is the manager's task to develop a procedure, for the aspects of their competence, that it takes account of the following points: for the access of external suppliers, it is required to identify entry, transit and exit procedures, using predefined methods, routes and timing, in order to reduce the opportunities for contact with the staff in force in the Company or in the spaces involved; If possible, the drivers of the means of transport must remain on board their own vehicles. For the necessary loading and unloading activities, the transporter must comply with the strict distance of 1.80 meters. In the event that this is not possible, it is necessary to use disposable gloves and a mask also for the possible exchange of documentation (favoring the electronic exchange of documentation), if necessary the proximity of operators; We remind you of the importance of identifying a person in the Company in charge of the relationship with outsiders, whose cellular contact is known to those who have to approach the structure in order to be able to accurately agree on the "supply" methods and thus avoid physical contact or delays. Cleaning and sanitizing The March 24 Protocol goes into detail on the cleaning and sanitizing operations that must take place not only indoors, but also outdoors (in the case of solarium and swimming pool) The cleanliness of manual equipment used by workers must be guaranteed. The company ensures daily cleaning and periodic sanitation of the premises and closed environments (for example changing rooms, toilets, reception, gym, showers, etc.) (Attached product and equipment technical sheets).
